The policy of the Raytheon Spectrum Management Council requires that each of its business units to be responsible for the licenses that are used at their facilities. The underlying programs have moved within Raytheon. The changes requested here are not the result of a corporate transaction, but merely the reassignment of responsibilities within an existing corporate structure. No actual or pro forma transfers of control have taken place.
