Explanation
Please explain in the area below why an STA is necessary:
Raytheon is invited to submit applicable Sense Through The Wall (STTW) technologies for consideration at USSOCOM Technical Experiment (TE) 21-3. TE 21-3 is currently planned to be conducted at Muscatatuck Urban Training Center (MUTC) in Indiana from 26-30 July 2021. Raytheon currently possesses significant STTW capabilities that address a large number of stated Government/SOCOM requirements and intends to be a critical technology provider at this TE. In order to participate in this TE, Raytheon requires authorization to radiate in three different operational modes, as outlined in this application. Raytheon was previously granted an experimental license to operate in these three modes; this license has since expired and Raytheon is requesting a Special Temporary Authority (STA) to support this Government-hosted event.

Purpose of Operation
Please explain the purpose of operation:  Technology experimentation events provide an opportunity for technology developers to interact with operational personnel to determine how their technology development efforts and ideas may support or enhance SOF capability needs. The environment facilitates a collaborative relationship between Government, academia, and industry to promote the identification and assessment of emerging technologies.
