                Compliance with Satellite Access Procedures


The Raysat SpeedRay 3000 satellite terminal will operate in the domestic Fixed Satellite
Services Ku-band. Its transmit frequency will be in the 14.0-14.5 GHz band, and it will
receive in the 11.7-12.2 GHz band. Raysat intends to operate its satellite terminal on SES
AMC 5 satellite at 79o west longitude. The space segment is being provided by a satellite
service provider, Spacenet in McLean, VA. Raysat will follow the proper satellite access
procedures. This will include all initial access procedures involving contacting the
satellite access center to establish the earth station identification and to verify proper
frequency, polarization, and power. For each instance of deployment, prior to
commencing operation, Raysat will perform the required access procedures, including
peaking antenna, verifying cross-pol, varying the power levels, and turning the
modulation on and off, and will perform any other test, as required. Prior operation on
any Ku-band domestic satellite Raysat will secure the space segment and perform the
necessary satellite access steps.
