                         Statement of Modification Requested


Applicant applied for and was granted on August 3, 2005, an Experimental License, call
sign WD2XTB. This Experimental License authorizes uses pursuant to Section 5.3 (d, e,
g, and i) of the Commission’s rules.

Applicant has been approached by several entities that wish to test the feasibility of the
Raysat mobile broadband Ku-Band platform in the field as part of a limited market study
as permitted by Section 5.93 of the Commission’s rules. Such market study will conform
in all respects to the requirements of this Rule. Applicant therefore respectfully requests
that the experimental license be amended to add Section 5.3(j) to the operations permitted
under the license.

The market study will be overseen by Raysat engineers. The total number of terminals to
be used in the market study is approximately 90. The participants in the market study
will be U.S. military and other U.S. government agencies, state and local emergency first
responder agencies, VSAT service vendors, and recreational vehicle equipment
manufacturers.

Applicant does not request any additional modifications to the license. All parameters of
the license as granted, including the expiration date of August 1, 2007, will otherwise
remain unchanged and unaffected.

Because the Raysat platform offers a valuable service -- mobile broadband -- that is not
currently available in the United States, and the limited market studies that will be
conducted pursuant to the modification sought herein will help advance the development
of the product and the service, Raysat submits that the grant of the requested limited
modification is in the public interest.
