     SUBJECT: Exhibit: Operational Description; Answers to questions received July 1, 2010 in an Email.;
     Email is referenced below.

1.   RLM Communications, Inc. is providing The United States Army Special Operations Command
     (USASOC) research and development support in the areas of Joint Integration and Compatibility
     Development System (JCIDS) and Special Operations Forces Integration Development System (SOFCIDS)
     requirements development, product evaluation and systems testing and training.

     RLM will be providing training documentation, technical writers, training specialists, electronic technicians
     and other media support professionals in the upcoming Design Testing (DT), Operational Testing (OT) and
     new equipment training (NET) for a family of electronic broadcast systems which encompass broadcast
     radio in AM, FM, SW and television in UHF and VHF analog television and digital television. This is an
     ongoing mission that will last over the next two years as the delivery of systems to the end users will each
     undergo OT, NET training and User Acceptance Testing (UAT).

     The testing and training activities will take place at RLM Communications, Inc at 1027 East Manchester
     Road. These activities will occur many times per year as system are delivered and US Army Special
     Operations soldiers are available to participate in the program and still support their missions worldwide.

     The nature of the activity will include erecting the antenna system several times, startup up the transmitter
     and increasing ERP into a dummy load and into the radiating antenna(s). The intention is to only have the
     transmitter powered up for short periods of time during DT and supportive training. Operation testing may
     require the transmitter to be up for periods up to 18 hours or more. Our intent at this time is to only
     broadcast test tones and/or content from the end users catalog of licensed content (Purchased/leased music
     library).

     This program is and will be run under several contracts. The current contract which RLM Communications
     Inc. is operation in support of the USASOC program is managed through The United States Special
     Operations Command (USSOCOM) to SPAWAR (Space and Naval War Systems) C4ISR MAC N65236-
     08-D-2821- DO8 dated 28 MARCH 2010. This IDIQ officially ends in December of 2010 and a new
     award is intend to be made to continue and expand these support services under the SNIMS IDIQ ????????.
     The Technical POC for this activity is Mr. Samuel Foley, Combat Developer, USASOC G-8. The
     Contracting Officer Representative is Mr. Gilbert Quick, SPAWAR Code 55280, SPAWAR Atlantic, (843)
     218-4225 with Engineering support from Mr. Michael Robinson, Project Engineer, SPAWAR Atlantic,
     Code 552M1, (843) 218-4555.


2.   The systems being developed, testing and delivered will span a period of five years which includes
     configuration management, potential system upgrades, testing, evaluation and delivery requirements
     including OT and NET. We will be satisfied with a two year license for testing and willing to renew/re-
     apply as needed. Our intention was to inform the FCC during our application process the actual length of
     these programs activities. A two year license will be satisfactory.

4.   The correct Frequency Designator is 4K00R3E. Like most all of the transmission equipment in these
     system the 3-30 MHz transmitter is capable of the full range. We would like to be granted the authority to
     test on the a range of frequencies from low to high. Because this is a testing and training OET license
     request and that our equipment must be capable of operating across the frequency band, we listed the
     frequencies that our equipment covers. We cannot test each frequency however our testing program does
     require us to operate in at least three frequencies in each band.
              a. We would like to make the formal request to obtain permission to operate on at least three
                   different frequencies for each of the bands requested.

Dear Mr. Thomas Klebe: 1.) Submit an exhibit provide the description of the operation to be
conducted and its purpose in more details and if this authorization is to be used for fulfilling
the requirements of a U.S. government contract, then include the name of the contracting
agency, the contract number in the description, and point of contact person (name and phone
number) from U.S. government contract.

 2.) Authorizations longer than a regular two-year license require a justification. Please justify
the need for a five-year license, or would you prefer only a two-year license.

3.) Please provide a designated point-of-contact to terminate transmissions if interference
occurs.

4.) Under the frequency band: 3-30 MHz, it would be better to choose spots frequencies or
break down the frequency bands than requesting the whole band. Please verify the emission
designator under this band as well. There are two emission designators: 4M00R3E and
4K00R3E.

The items indicated above must be submitted before processing can continue on the above
referenced application. Failure to provide the requested information within 30 days of
07/01/2010 may result in application dismissal pursuant to Section 5.67 and forfeiture of the
filing fee pursuant to Section 1.1108.
