Explanation
Please explain in the area below why an STA is necessary:
Balloon state and telemetry from stratospheric balloons. Balloons can travel up to 200-300km at an altitude of 35-40km. Please note, the frequency range listed is our capable range. We are seeking a specific frequency assignment with bandwidth of 65-125khz. The modulation will be LoRa or FSK.

Please explain the purpose of operation:  Research to study weather conditions, turbulence and particulates in the stratosphere.
