Raytheon Marine Company imports and sells Global Maritime Distress
and Safety System (GMDSS) equipments. In an effort to support this
GMDSS program, RMC provides operator and maintenance training on
equipment we sell.

The   JUE—45A MKII,   JUEB—65A   and   JUE—75A   satellite   communications
systems provide the base of our GMDSS system.    It is for these
equipments that we train operator and maintenance personnel.

The installation and operation of this equipment is carried out by
our senior GMDSS Field Engineer.        The system antenna installations
are properly protected from access by any unauthorized personnel.
No public access is possible in the area for our operational
satellite communications systems.

We have performed informal Electromagnetic Radiation testing to
confirm that no radiation hazards exists outside the main beam of
the satellite communications antenna. All tests indicated maximunm
worst case conditions of radiation are well below the ANSI/IEEE
C95.1~—1991 standard of 5.0mw/cnm‘.

For the above reasons, this applicant considers the granting of
this license to have no significant effect upon the environment.

                 MANCHESTER TRAINING FACILITY — KI2XDZ
                    EXPERIMENTAL ACTIVITIES REPORT
                         1 AUGUST 1993 — 1 JUNE 1995



With the approach of the New Global Maritime Distress and
Safety System       (GMDSS),      we are providing more maintenance/
operator training as well as sales support for our satellite
communications product lines.              The purpose of this station is
solely    for    providing       technical    maintenance      training      and
support    as    well     as    operator    training    for    Inmarsat    Type
Approved Shipboard Terminal Equipment sold and serviced by
Raytheon     Marine       Company.         This   training     provides      our
customers    with     not      only well    qualified    service     but   also
knowledgeable operators who are thoroughly competent in the
proper    usage     of    the    Satellite    communication        Systems    in
support of the new SOLAS Rules defining GMDSS.


During the Period of             1 August    1993    through   1   June    1995,
Raytheon Marine Company trained 28                  field personnel in the
maintenance and/or operation of our Satellite Communications
Equipments — JUE~45A MKII, JUE—65A, JUE—75A.
