                       NARRATIVE EXPLANATION OF OPERATION

Persistent Systems, LLC requests a single reinstatement of an expired but previously granted
special temporary authorization (WN9XTB, File No. 1988-EX-ST-2018) for terrestrial-only
testing of a mobile networking (MANET) system to fulfill a contract for the United States Air
Force at four locations at and near Malmstrom Air Force Base in Montana. This reinstatement
application is precisely identical to that granted to WN9XTB. The purpose of the STA initially
was to conduct point-to-point testing of embedded modules utilizing C-band embedded antennas.
The antennas are directional with 23 dB gain. The center frequency at each location will be 4550
MHz with a 20 megahertz occupied bandwidth. Two of the four locations specified are under the
control of the United States Air Force and are used with permission.

During the initial STA period (December 13, 2018 through June 14, 2019) there were adverse
weather conditions at the locations specified in the STA for four continuous months, and the
installation of the test equipment was precluded. Persistent was unable to finalize installation of
the antennas and provide the Air Force with test results. So the test is being redone now, and it
includes a user evaluation period where Air Force representatives will be able to participate in
the testing of the network and provide feedback for development purposes.

Throughout the testing period, complete shutdown of all antennas can be accomplished
immediately.

Should any interference be reported, all testing and demonstrations will cease immediately and
will not resume unless and until all such interference is resolved to the reasonable satisfaction of
the complainant.
