July 6, 2017 The Federal Communications Commission 445 12th Street, SW Washington, DC 20554 Request for STA Technical Description Submitted Electronically via ELS To Whom It May Concern: Parallel Wireless, Inc., respectfully requests approval of this Experimental Special Temporary Authorization (“STA”) for the purpose of demonstrating prototype LTE equipment to public safety agencies. The proposed demonstrations will take place during the annual Association of Public-Safety Communications Officials (“APCO”) International Conference, to be held at the Colorado Convention Center. The demonstration will operate in the 700 MHz Band 14 spectrum (Band 14). The frequency range involved, 758-768 MHz and 788-798MHz is licensed on a nationwide basis to the First Responder Network Authority (FirstNet). We understand that concurrence from FirstNet will be required to obtain this authorization. If granted, the STA will allow Parallel Wireless to demonstrate the functionality of LTE equipment designed to support the needs of first responders. Parallel Wireless respectfully requests that the FCC grant the STA for the period of August 12 through August 16, 2017. The proposed dates will allow Parallel Wireless sufficient time to set-up and tear down, following the demonstration. If requested, information from the LTE network demonstration will be made available to FirstNet and other interested parties. As such, we believe that granting this STA is in the public interest. Parallel Wireless proposes to conduct the demonstration at the Colorado Convention Center in Denver, Colorado. The equipment would include two temporary base stations and associated antenna. The Parallel Wireless equipment constitutes one LTE eNodeB base station. The base station will connect to the operator network and provide cellular service. The backhaul connection for the eNodeB base station is provided wirelessly using Wi-Fi or using a conventional modem functionality. Demonstration of the base station will entail conventional handsets connecting to the base station in their typical operating environment. Parallel Wireless understands that operation under this STA would be on a temporary basis during the requested dates, is non-renewable, and that no other rights to this spectrum are conferred though the granting of the STA. It is also understood that all operations under this STA are secondary to use by FirstNet and that the test will be terminated should FirstNet, the FCC, or any other licensed user report harmful interference. Parallel Wireless will maintain control of the system at all times and be able to take immediate steps to resolve any interference, including if necessary arranging for the discontinuance of operation.
