Re:        Pending Application of Panasonic Avionics Corporation for Special Temporary
           Authorization (ELS File # 0655-EX-ST-2012)

Dear Sir or Madam:

By this letter, Panasonic Avionics Corporation (“Panasonic”) supplements its pending
application for a six-month Special Temporary Authorization (“STA”) to conduct ground testing
of its GSM picocell system (called “eXPhone”) onboard parked aircraft at two locations:
Melbourne, FL International Airport and Griffiss International Airport in Rome, NY.1 Panasonic
desires to provide additional information it believes will be useful in the Commission’s
consideration of the STA application.

In the STA application, Panasonic requested an authorization date of September 15, 2012.2
Recently, Panasonic confirmed with its airline partners that aircraft will be available for testing
at the Rome, NY test site for a period beginning October 1, 2012 and ending October 8, 2012,
subject to the Commission’s grant of the requested STA.

Therefore, to the extent possible, Panasonic requests that the grant of the STA application be
issued prior to the proposed testing period beginning October 1, 2012, and with sufficient time
for Panasonic to fully comply with any Special Conditions, such as coordination efforts with
local licensees, that may be attached to the STA.
