Explanation
Please explain in the area below why an STA is necessary:
Panasonic Avionics Corporation (Panasonic) requests an experimental special temporary authorization (STA) for 180 days to conduct ground testing in support of Panasonic?s Global Communications Suite (GCS), featuring the ?eXConnect? Ku-band aeronautical mobile-satellite service (AMSS) system for off-board connectivity for wireless communications links for transmit portable devices (T-PEDs), such as cellular phones and Wi-Fi enabled laptop computers. Authority is sought for two types of testing: (1) conduct electromagnetic interference (EMI) ground testing to examine the potential for interference to airplane avionics and communications from passenger-carried T-PEDs; and (2) conduct ground testing of picocell systems operating with an aircraft cabin for enabling GSM phone communications for passengers and crew. The T-PED EMI testing is being conducted to support Federal Aeronautics Administration (FAA) certification of Panasonic?s aircraft wireless connectivity systems and associated equipment; specifically, to show that such devices do not interfere with critical aircraft avionics systems. In conjunction with its partners, Panasonic desires to test picocell systems for eventual authorization and operation aboard aircraft registered and operating in the United States. The purpose of the proposed tests is to verify and evaluate the effectiveness of the operation and equipment of the picocell systems. Also see the attached narrative statement.

Purpose of Operation
Please explain the purpose of operation:  It is the case that passengers are bringing onboard many types of personal communications (or transmit portable devices - T-PEDs) devices, whether they be mobile phones, Wi-Fi enabled laptop computers, and the like. The prevalence of these devices is only going to continue to proliferate. It is therefore critical that the potential for interference to aircraft avionics and communications from the use of these devices onboard be ascertained. The results of the T-PED EMI tests will be used for certification of Panasonic?s aircraft wireless connectivity and associated equipment by the FAA. Picocell systems offer the potential to permit wireless communications while onboard aircraft, while at the same time avoiding potential interference into terrestrial wireless networks. The results of the proposed picocell system tests will provide important data on the system?s operational and equipment effectiveness. Also see the attached narrative statement.
