Explanation
Please explain in the area below why an STA is necessary:
Panasonic Avionics Corporation (Panasonic) requests a 180-day experimental Special Temporary Authority (STA) commencing on or about February 6, 2015, to conduct ground testing in support of Panasonic’s Global Communications Suite (GCS) featuring the eXConnect Ku-band earth stations aboard aircraft (ESAA) system to provide broadband connectivity onboard aircraft in flight. It is requested that the experimental STA be granted to conduct the testing onboard parked aircraft the Sussex County Airport, Georgetown, DE. Panasonic is seeking to conduct electromagnetic interference ground testing of multiple, simulated transmit portable electronic devices (T-PEDs) onboard parked aircraft at the two airfields. Over the past few years, Panasonic has sought and obtained a series of separate, but related experimental STAs and two-year licenses to conduct T-PED EMI testing at multiple airfields. The instant application for an experimental STA is another in this series, seeking to add the Sussex County Airport, Georgetown, DE as a test site as requested by Panasonic’s airline customer.

Purpose of Operation
Please explain the purpose of operation:  T-ped testing It is the case that passengers are bringing onboard aircraft more and many types of personal communications devices (or transmit portable devices – T-PEDs), whether they be mobile phones and smartphones, Wi-Fi enabled laptop computers, tablets, etc. The use and proliferation of these devices of the traveling public is only expected to grow. It is therefore critical that the potential for interference to aircraft avionics, navigation and other systems from the onboard use of these devices be ascertained. The results of the proposed T-PED EMI tests will be used for the certification of Panasonic’s The purpose of the proposed testing is to conduct continued T-PED EMI testing onboard certain models of commercial aircraft at an additional airfield as requested by Panasonic’s airline customer: Sussex County Airport, Georgetown, DE.
