Explanation
Please explain in the area below why an STA is necessary:
Orbital would like to conduct testing of L-band communication system for a commercial satellite program. The test will occur over a limited time frame for a specific program. All test will be conducted inside their facilities in Dulles, VA The tests involve performance verification of the spacecrafts L-band communication sub-systems. Specifically, the L5-band (1176.45 MHZ) and the L1-band (1575.42) down link systems will be tested. All tests will occur within Orbitals facility, which consists of a completely enclosed metal building and will include anechoic material in the testing area.

Please explain the purpose of operation:  Test of satellite telecommunications systems inside shielded facility.
