                             Channel/File No. 0214—EX—PL—1999



      Dear Mr. Huie:

               Per our discussion, enclosed please find Orbital Communication Corporation‘s
      ("Orbcomm") completed, revised Form 442 application for an experimental license covering
      the 50 KHz channel centered on 150.025 MHz.         Please note that this Form 442 replaces the
      Orbcomm experimental license application currently on file with the FCC that is under the
      file number 0214—EX—PL—1999. At present, Orbcomm runs four gateway earth stations, but
      would like to add the 150.025 MHz frequency to these stations‘ authorizations.
