                                  of OptimERA Inc.’s
                           Experimental Licensing Application



          OptimERA requests that its Experimental licensing be reviewed and issued as soon as
                                          possible.

        The need for OptimERA to secure its experimental license is paramount in increasing our
National Security. There are currently projects proposed by, and funding available from the
Department of Homeland Security (DHS) to increase the safety of container ships coming in and
out of US ports. By issuing OptimERA their requested experimental license in an expedited
manner, OptimERA can begin to immediately pursue government and venture capitol funding to
increase the security of our Homeland through better telecommunications for the maritime
industry.
        The ability to have inexpensive high bandwidth communications at sea increases the
scope and magnitude of the DHS’s Container Safety and Inspection project (SAFECON). Our
mobile mesh network would increase safety of the vessels, thereby ensuring container safety.
There is also the opportunity to develop a central, confidential database that would gather and
hold information collected from various sources via radars in the mesh network, and would be
accessible only by the DHS. Tracking suspect ships and identifying their exact location would be
fast and simple. The available high bandwidth provides an all new solution to provide the robust
structure necessary to support the next paradigm shift in maritime security communications. With
OptimERA’s experimental license the ability to test these new solutions and concepts is possible.
