Dear Sirs

Further to application for a Special Temporary Authority for one Pipe Hawk GPR unit to be
imported and utilized within the requested States of the US. We request that this application be
expedited for the following reasons:
We have spent the past two years marketing the advantages of GPR technology specifically for
positioning PPE gas pipes within the gas utility industry. It takes these utilities a long time to
establish planning and evaluation programs. We now have urgent requests from gas companies in
NY State, Illinois and Wisconsin to undertake GPR surveys with the Pipe Hawk system for urgent
projects that they have.
In NY State the company requires to know how much soil cover is over the bedrock for a proposed
5.9 mile new gas pipeline installation. The results of this survey would show how much rock
blasting would be required for the installation and subsequently establish their cost justification for
the project. They need this information by December 31st or they lose the budget application
funding for it in 2003, subsequently the community in the area would lose the much-needed
increased gas supply for a further twelve months.
The other states have equally pressing projects but their timeframe is more flexible.
We have been caught out by not having a Pipe Hawk system available because the UK
manufacturer assured us that the FCC restrictions on GPR ultra-wide bandwidth would not impact
on the Pipe Hawk unit because of its low power output. We have now been informed that they
need to run the system through a FCC approved test house before they can apply for FCC
certification for the product. They have told us that they envisage a delay of three months or more
before they expect to have all of the documentation in place.
We have caught a cold over this and so respectfully request your assistance and co-operation in
establishing a swift and positive conclusion to this application.
