                                   Narrative Exhibit

ORBCOMM License Corp. (“ORBCOMM”) respectfully requests FCC Experimental
Special Temporary Authority (“STA”) for final pre-launch low-power testing of the
eleven (11) ORBCOMM Generation 2 (“OG2”) satellites to be launched on the upcoming
SpaceX Falcon 9 launch mission. The OG2 satellite testing will be conducted at Cape
Canaveral, Florida. The purpose of the testing is verification of proper operation of each
of the OG2 satellite communication payloads and antenna systems after shipment of the
spacecraft from the Sierra Nevada Corporation manufacturing facility, and prior to
integration of the OG2 satellites with the SpaceX Falcon 9 launch vehicle. The testing
will entail low-power operation of the communication payload on each OG2 satellite. An
ORBCOMM gateway earth station simulator will be used to verify transmission and
reception operation of each OG2 satellite. The gateway earth station simulator antenna
will be placed at a distance of approximately 1 meter from each satellite to be tested to
facilitate the low-power testing regime. The testing will entail transmissions using VHF-
band feeder uplink and downlink channels that the FCC has authorized for regular
commercial use by the ORBCOMM satellite system (See, FCC Call Sign S2103).
Accordingly, there should be no likelihood of harmful interference to any radio system
resulting from the testing.

The testing is scheduled to commence on October 28, 2015, and should be completed
within 45 days. Out of an abundance of caution, however, ORBCOMM requests an STA
duration of 65 days until December 31, 2015, to ensure sufficient time for completion of
the testing program.
