Subject: System Compatibility and Approval for ORBCOMM Simplex Transmitter Development


Dear Mr. Sonnenfeldt,

    As the satellite service provider, Globalstar, Inc. ("Globalstar") requires that before any product
is allowed to be activated and operated on the Globalstar Satellite Communications System
("Globalstar system") such product must comply with FCC requirements and must also meet the
applicable technical requirements for use with the Globalstar system including, but not limited to,
transmitter frequency, transmitter signaling functions, transmitter power/EIRP, out—of—band
emissions, message timing profile and methods for accessing the satellite system.

   ORBCOMM Inc. ("ORBCOMM") has successfully developed and deployed the STM3 (FCCID
XGS—ORBCSTM3) Globalstar simplex (transmit only) data transmission module. ORBCOMM is
developing and testing new Globalstar simplex mobile earth station designs utilizing
implementations of the STM3 follow—ons to the STM3, and other simplex transmitters such as,
STX2 (L2V—STX—2—1), STX3 (L2V—STX3), and MYTE (ZBRO02). Since over—the—air testing is an
essential part of development, ORBCOMM has applied for FCC Experimental authorization to
support testing and development of new Globalstar simplex mobile earth station. See, File No.

    ORBCOMM has agreed to ensure that all such development products are fully compliant with
Globalstar/FCC requirements before they are activated and has agreed to share information with
Globalstar to confirm such compliance, if necessary. In particular, ORBCOMM will ensure that the
transmitter frequency will comply with Globalstar requirements and the Globalstar—NSF agreement
so that there will be no possibility of interference with Radio Astronomy observations.

   Globalstar approves of and supports this project, and the corresponding grant of the above—
mentioned application for FCC Experimental License.
