                           EXPERIMENTATION DESCRIPTION


ORBCOMM License Corp. (“OLC”) respectfully requests a 24 month FCC Experimental
License to facilitate the development and field testing of a new simplex (transmit only) CDMA
L-Band mobile earth station (“the New MES”). As set forth below, grant of the requested FCC
Experimental License will advance the radio art, thus serving the public interest, convenience,
and necessity.

OLC’s parent company ORBCOMM Inc. (“ORBCOMM”) is a leading provider of worldwide
machine-to-machine (“M2M “) solutions for asset tracking, management and remote control.
ORBCOMM utilizes multiple transmission networks to deliver a full range of cost-efficient end-
to-end M2M solutions across a diversity of vertical markets and distribution channels.
ORBCOMM is the owner and operator of the ORBCOMM non-geostationary VHF mobile
satellite service system. ORBCOMM is also a leading provider of worldwide M2M solutions
that flexibly utilize third-party satellite networks and cellular data transmission capabilities.
ORBCOMM’s unique offering of multiple global satellite and cellular network options, coupled
with state-of-the-art terminal devices, and robust web applications combines to provide the M2M
industry’s most comprehensive single-source portfolio of services.

FCC Experimental authorization is requested to facilitate field testing of the New MES using
Globalstar L-Band CDMA uplink capacity. ORBCOMM is a worldwide provider of M2M
solutions that utilize the simplex data service supported by the Globalstar non-geostationary
mobile satellite service system. ORBCOMM is also a leading manufacturer of Globalstar user
terminal hardware that supports these offerings. ORBCOMM is developing the New MES to
augment existing hardware offerings in this market segment with a robust new cost-efficient
alternative.

The principal objectives of the field testing to be conducted under the proposed FCC
Experimental License is to verify the performance of the New MES design in preparation for
FCC Equipment Authorization and Globalstar commercial hardware certification. All radio
frequency utilization under the proposed FCC Experimental License will be in full accordance
with the technical parameters of existing FCC blanket licensed Globalstar simplex L-Band
channel assignments (See, e.g., GUSA Licensee LLC, Blanket Mobile Earth Station License, FCC
Call Sign E970381). Accordingly, there should be no likelihood of harmful interference to any
radio system resulting from the testing.
