Explanation
Please explain in the area below why an STA is necessary:
STA is requested for final pre-launch communication payload testing of ORBCOMM Generation 2 NGSO satellites at Cape Canaveral prior to integration with the SpaceX Falcon 9 launch vehicle. Testing entails on-ground low power operation of satellite transceivers, including satellite downlink transmitters in close proximity (1 meter) to gateway earth station transceiver simulator using FCC authorized ORBCOMM feederlink frequencies. See, FCC Call Sign S2103.
