            Justification of the Five-Year License Request

        ORBCOMM is requesting a five-year license for this satellite because if the
results prove satisfactory to the United States Coast Guard during the first year of
operations (which commences 120 days after launch), then they have the option of
extending the initial collection of information for an additional three year period. Thus,
assuming the options are exercised, the satellite will need to operate for roughly four-and-
a-half years after launch. ORBCOMM fully anticipates that the monitoring under the
contract (# HSCG23-04-C-ADA001) will be extended in this manner, and thus is
requesting a five-year license.

         In addition, if the program proves successful, then ORBCOMM intends to
incorporate an AIS monitoring capability into its next generation of satellites, and
continuing operation of this experimental satellite may lead to refinements in the design
of the AIS monitoring equipment that will be integrated into those next-generation
satellites. The design and construction of the next-generation satellites will continue
beyond the next several years, and thus a two-year license would be inadequate insofar as
the continuing operation of the experimental satellite will likely provide useful
information throughout the design and construction of the new satellites (which will be
licensed via a modification of ORBCOMM’s current satellite constellation license, S-
2103).
