Re:     Request for Special Temporary Authorization

Dear Sir or Madam:

Omnipoint Technologies, Inc. ("OTI") hereby requests that the Commission grant Special
Temporary Authorization to operate PCS channel characterization equipment in the
vicinity of Colorado Springs, Colorado.

OTI has submitted an application for an Experimental License to cover this and other
testing. However;, due to an unexpected acceleration of a test schedule, we fear the
approval time required for the Experimental License will severely impact the planned
testing. We therefore request an STA to cover the testing until the license is approved.

In support of this request, OTI submits the following additional information:

    A copy of the Experimental License application containing all the details.
    Whereas the Experimental License application requests coverage for the continental
    U.S., we request the STA cover the Colorado Springs CO BTA only.
e   The Experimental License application requests both PCS (licensed) and WCS bands,
    however we request the STA cover only the licensed PCS band.
e   The equipment is experimental, assembled by Omnipoint, and will consist of no more
    than two base stations and four "nomadic" terminals in operation at any one time.
e   Equipment will operate between 1850—1910 and 1930—1990 MHz (PCS bands)
e   Narrow and wide band tests will be conducted. Maximum ERP of the narrow band
    testing will be 80 watts. Maximum ERP of the wide band (10 MHz) will be 400
    watts.
