                             Re:   Application By Omnipoint Data Company, Inc. For
                                   New Experimental Radio Station Authorization And
                                   Request To Withhold Information In Exhibit 2 From
                                   Public Inspection (47 C.F.R. § 0.459)

            Dear Sir or Madan:

                     Enclosed please find one original FCC Form 442
           application by Omnipoint Data Company ("Omnipoint"), complete
           with a narrative statement as Exhibit 1, technical information to
           be withheld from public inspection as Exhibit 2, a Form 155 Fee
           Processing Form,         and a check for $70.00.

                      Omnipoint requests that the Commission withhold the
            information in Exhibit 2 from public inspection pursuant to 47
           C.F.R.       § 0.459.    The latter request is necessary to protect
           highly confidential technical data from public inspection until
           Omnipoint‘s technology moves beyond the experimental state.  This
           request serves the purposes of the experimental radio licensing
           process and provides the Commission with information necessary to
           its evaluation of the above—referenced application.  This
           application requests authorization for Omnipoint Data Company,
           Inc. to test experimental direct sequence spread spectrum devices
           that conform to the requirements of Part 15 of the FCC Rules.

                             Omnipoint further requests that the Commission consider
           these documents to have been filed as of July 30,               1991.     The
           application and exhibits were received by the Commission‘s Fee
           Section on that date.  The Fee Section, however, rejected the
           filing because Omnipoint, based on a telephone discussion with

      Fee Section personnel, had divided the $70.00 in fees between two
      checks.

           Dear Mr. Wright:

                     I am writing on behalf of Omnipoint Data Company
           ("Omnipoint") to amend the above—referenced application for an
           experimental license in accordance with our discussions over the
           past two weeks.  Omnipoint specifically amends its application in
           the following respects:

                             Oomnipoint seeks authority to operate in the 1850—
           2200 MHz range.

                          The number of units to be tested in any
           metropolitan area at any time shall be limited to twenty—four
           (24) handsets and three (3) base stations.

                          Each test under this license shall be limited to
           no more than sixty (60) days.
