This document notifies the Office of Engineering and Technology (“OET”) that O3b will begin
operating a fixed earth station terminal at the Washington MediaPort in Bristow, VA on July 25,
2016. The terminal will transmit and receive signals to and from the O3b satellite system
pursuant to O3b’s grant issued by OET under the above referenced file number and call sign.

O3b will operate an AvL 0.85 meter terminal (“AvL 0.85m Terminal”) at the below coordinates:

         38° 47′ 0.25″ North, 77° 34′ 24.5″ West

OET grant authorizes O3b to operate up to 10 AvL 0.85 meter terminals in the CONUS, Hawaii,
Puerto Rico and the U.S. Virgin Islands and to transmit in the 27.6-28.4 and 28.6-29.1 GHz
bands and to receive in the 17.8-18.6 and 18.8-19.3 GHz bands.

For the purposes of this operation, O3b will transmit signals via the AvL 0.85m Terminal to the
O3b satellite system in the 28.35-28.6 and 18.55-18.6 GHz band. Consistent with its
application, O3b will notify U.S. authorized co-channel Ka-band satellite operators seven days
prior to transmitting in this band.
