Please explain in the area below why an STA is necessary:
An extension of STA is necessary due to failures during initial testing that required repairs and delayed completion of the tests. Although testing will be conducted in an enclosed near field range, ERP levels are such that emissions outside the building may exceed 500 mV/m. For purposes of the testing, the antenna will be oriented upward. Width of the beam at its half-power points varies from 0.7 to 1.14 degrees.

Please explain the purpose of operation:
The purpose of operation is to test an experimental radar set that will become part of a satellite payload. The transmitter will be fully enclosed in a near field range. that provides approximately 145 dB of isolation outside the building. Although testing will be conducted inside the building, emissions outside the building may exceed 500 uV/m and therefore require an STA.
