Explanation
Please explain in the area below why an STA is necessary:
The Antares Launch Vehicle will be utilized to deliver the Cygnus NG-16 Spacecraft to Low Earth Orbit as part of the NASA Commercial Orbital Transportation Services (COTS) program, Space Act Agreement NNJ16GX06B. The launch mission requires vehicle-to-ground communication from launch through payload delivery into Low Earth Orbit. NASA and NTIA directed Northrop Grumman to request an STA to license the radio frequency emitters on the launch vehicle to manage emissions during the short duration of the mission.

Purpose of Operation
Please explain the purpose of operation:  The Antares Launch Vehicle will be utilized to deliver the Cygnus NG-16 Spacecraft to Low Earth Orbit. Radio Frequency emitters on the launch vehicle serve two purposes for operation. One purpose is to provide telemetry, which is used to monitor launch vehicle health and status and to communicate the intertial guidance position of the launch vehicle. The other purpose is to support range tracking by way of a transponder that is interrogated from the ground.
