Explanation
Please explain in the area below why an STA is necessary:
An STA is necessary to test an experimental radar set that will become part of a satellite payload. Although testing will be conducted in an enclosed near field range, ERP levels are such that emissions outside the building may exceed 500 mV/m. For purposes of the testing, the antenna will be oriented upward. Width of the beam at its half-power points varies from 0.7 to 1.14 degrees.

Purpose of Operation
Please explain the purpose of operation:  The purpose of operation is to test experimental radar equipment intended for ultimate use on a satellite. The transmitter will be fully enclosed in a near field range. that provides approximately 145 dB of isolation outside the building. Although testing will be conducted inside the building, emissions outside the building may exceed 500 uV/m and therefore require an STA.
