Transfer of Control Consummation Notification Dear Mr. Kennedy: This letter serves to notify the Commission of the consummation of the transfer of control of experimental licenses KQ2XAX, KI2XAH and WE2XTN from Nortel Networks, Inc. (“Nortel”) to Nortel Networks, Inc. debtor-in-possession (“Nortel DIP”). Pursuant to Chapter 11 of the U.S. Bankruptcy Code, Nortel filed for bankruptcy protection on January 14, 2009 in the District of Delaware’s Bankruptcy Court. Upon the filing, Nortel’s assets, including experimental licenses, were effectively transferred to Nortel DIP. By this notification, Nortel seeks to comply with the Commission’s rules requiring notification of the consummation of a transfer of control to the Chief of the Experimental Licensing Branch. Likewise, Nortel has submitted the requisite transfer of control forms pursuant to 47 C.F.R. § 5.59. Should you have any questions, please contact the undersigned. Respectfully submitted, Jonathan S.
