                            RE: Special Temporary Authorization Application (STA)

                            Nortel Networks hereinafter referred to as "Nortel", wishes to apply for an
                            Experimental STA, to aid in the Red Cross relief effort at the disaster area in New York
                            City, World Trade Towers. This GSM cellular system would be deployed for pico cell
                            coverage within the general area of the World Trade Center complex. Nortel is
                            requesting this experimental STA per the requirements and guidelines set forth in CFR
                            47 sections 5.55 and 5.56. This system will be deployed for the duration of clean up/
                            emergency operation

to 1880 MHz with duplex spacing of 95 MHz resulting in 374 Channels of 200 KHz each. Channels are
numbered from 512 to 885 and are referred to as the Absolute Radio Frequency Channel Number
(ARFCN). The applicable frequency formula for GSM 1800 are:

               Fuptink(D) = 1710 MHz + (0.2 MHz) * (n~511)
               Fdownlink(M)= Fupiink(1) + 95 MHz where n=ARFCN, 512 = n= 885
