Please explain in the area below why an STA is necessary:
There is no appropriate frequency allocation for law enforcement to operate robots in buildings (requires 5 MHz channel for video, audio and control, and a frequency below 1 GHz to penetrate walls). If this experiment works, there are several options, including petitioning for the use of this frequency in emergency situations or, should the whitespace rules go through, that nearby band may work for these users as well. (4.9 GHz is authorized for such uses, but has no ability to penetrate walls and other obstruction). We wish to determine whether a 420-450 MHz radio will provide sufficient performance to be worth pursuing.

Special Temporary Authority application - Purpose of Operation
Please explain the purpose of operation:
We wish to test radios suitable for military and law enforcement bomb squads to operate robots indoors in emergency situations. We wish to test them in a real urban environment (Philadelphia). Today they do not have radios which can provide the 1.5 Mbps of throughput that a robot requires (audio, video and control), and the ability to penetrate concrete and glass that first responders typically see in urban situations. TSWG has provided funding for this experimental radio system. The system has been tested on military bases with good results.
