STA Explanation             Nokia is a leading manufacturer of mobile broadband radio
                            equipment, and the grant of the application will allow Nokia to test
                            and demonstrate prototype communication equipment to enhance
                            the company’s efforts to design and develop equipment to meet the
                            communications needs of potential users.

Information
Location of Operation       Nokia proposes to conduct the proposed tests using fixed base
                            station transmitters and antennas located in and 2 km around the
                            following locations:

Plano, TX (Nokia building facility)
601 Data Drive, Plano, Tx

and
Plano, TX (Nokia building facility)
465 Independence Parkway, Plano, TX
NL 33-0-17; WL 96-44-55



Equipment Information     Nokia requests authorization to operate in the band 3.7-4.2 GHz.

                          All power levels will comply with the limits set forth in the FCC’s
                          rules, including those relating to human exposure to radiation.

                          Nokia proposes to operate using BPSK, QPSK, 16QAM and 64QAM
                          modulation.

                          Transmit bandwidths are 1KHz (pure carrier), 100 MHz, 400 MHz.


                         The primary emission designators are:
                         1K00N0N
                         100MW7W
                         400MW7W

                         The equipment is configured to operate at a Maximum Transmit
                         power of 53 dBm EIRP. Nokia will vary the actual powers within the
                         maximums noted above to test coverage results.

                         The fixed base station transmitter antenna will be located indoors and
                         outdoors at the sites specified above. The antenna elevation above
                         ground level will not exceed 6 meters. Nokia will conduct its
                         demonstrations at each of sites listed above with up to two Access
                         Point stations, within one kilometer of each site, and up to two rack-
                         mounted portable units within 1km radius of each site. Nokia will
                         limit the power, area of operation, and transmitting times to the
                         minimum necessary to evaluate the equipment.

                         Moreover, Nokia recognizes that the operation of any equipment
                         under experimental authority must not cause harmful interference to
                         authorized facilities, including the facilities of other experimental
                         licensees in this band. Should interference occur, Nokia will take
                         immediate steps to resolve the interference, including if necessary
                         arranging for the discontinuance of operation. Nokia will coordinate
                         with any licensees, if required by FCC rules to manage interference
                         with any existing licensees.

                         Nokia is not seeking authority to perform a market study under this
                         experimental license. Moreover, no fees will be charged to entities
                         using the equipment during this test. After the test is completed, Nokia
                         will recall and recover all equipment.
