                         DESCRIPTION OF APPLICATION

        This application respectfully requests a partial clone of an experimental
license currently authorized under call sign WE2XNR to be issued under a new
call sign to Nokia Inc. Nokia Corporation recently completed a transaction that
involved the acquisition of its subsidiary “Nokia Inc.” by Microsoft Mobile Oy,
which is a wholly owned subsidiary of Microsoft Corporation. Nokia Corporation
will continue to conduct experimental operations as authorized under call sign
WE2XNR and has retained that license for such purpose, under the name
“Nokia.” Thus, Nokia Inc. now requires independent authority to conduct tests
and demonstrations of prototype equipment and systems under its responsibility
as a result of the transaction.

        Specifically, Nokia Inc. seeks separate authority to conduct tests at three
of the locations listed under call sign WE2XNR: at Burlington, Massachusetts;
San Diego, California; and Chicago, Illinois (currently listed as Station Location
Nos. 2, 4 and 7, respectively, under call sign WE2XNR). The technical
specifications of the proposed operations at these three sites would be identical
to those authorized under call sign WE2XNR with one caveat: Nokia Inc. does
not seek authority to operate in the bands 758-768 MHz and 788-798 MHz
licensed to the First Responder Network Authority (“FirstNet”).

       Moreover, Nokia Inc. understands that any tests conducted under the new
license would be subject to the identical conditions and requirements set forth in
the existing license. It also understands that any operation under the new
license will be subject to the Communications Act of 1934, subsequent acts, and
treaties, and all rules and regulations made by the Federal Communications
Commission.


                         PUBLIC INTEREST STATEMENT

         Nokia Inc. submits that grant of this application is in the public interest, as
it will allow for the continued and uninterrupted development and manufacturing
of innovative equipment needed to meet the communications requirements of
users.
