NOKIA PROPOSES TO USE ONLY ONE CHANNEL, BUT IS SEEKING AUTHORITY
FOR THREE CHANNELS SO THAT IT HAS THE FLEXIBILITY TO MOVE TO
ANOTHER CHANNELS TO AVOID INTERFERENCE.
