The FAA needs you to address the following issues:

1. The FAA is concerned with the use of the 902-928 MHz band for airborne multilateration for sUAS, for
what could become a safety-of-life/property matter. While NextNav has described some reduction of
transmitting time to avoid stepping upon other unlicensed Part 15 devices, it is not clear how susceptible
the multilateration system is to these devices. A risk assessment should be performed.
2. Second, the COA described for this operation does not cover the same test area being used by
NextNav/NASA at the Langley campus: the actual COA area of operation is primarily around the airport
perimeter.


The items indicated above must be submitted before processing can continue on the above referenced
application. Failure to provide the requested information within 30 days of February 26, 2018 may result
in application dismissal pursuant to Section 5.67 and forfeiture of the filing fee pursuant to Section
1.1108.
