The RF experimentation will be conducted by following a strict Test Plan defined and approved by NetPlanner Systems Inc. in a controlled environment. NetPlanner Systems Inc. will have a Project Manager in place to specifically follow the Test Plan, track results, and publish test results. NetPlanner Systems Inc. has extensive RF experience and expertise deploying RF networks and has a number of RF engineers on permanent staff. For the above reasons, I believe NetPlanner Systems Inc. meets the Eligibility criteria for a Special Temporary Authority experimental license as set forth in the Commission Rules.
