IB has reviewed the ODAR and 0729‐EX‐ST‐2016 request, it seems that the Air Force Research Lab (AFRL) should be
obtaining spectrum support for this mission.
Our reasoning is based on the purpose description within the STA and ODAR which state the following:

    1) The U2U mission is a sponsored by the Air Force Research Labs at Kirtland Air Force Base.
       The Sole communication radio is the Eyestar STX2 Simplex radio hosted payload built by Near Space Launch.
    2) U2U nanosatellite was designed and built by the AFRL (ODAR, page 4)


Also note that In a separate email, we also have asked OET to check if there is a companion EX‐ST request from
GlobarStar to support the subject mission because there is NO allocation in the frequency band 1615‐1617.5 MHz for
inter‐satellite service and therefore, if Globalstar communicates with this nanosatellite via inter‐satellite link, it would
also need authorization to operate under RR 4.4. We still have not received any feedback from OET.
