By the authority given to the U.S. Secretary of Commerce underthe National and Commercial Space Programs Act of 2010 (P.L. 111—314), and as delegated to NOAA, we have assessed that your proposed mission will not be required to apply for a NOAA operator‘s license. This determination was made based on the information provided that the satellite system has no Earth—sensing capability. This does not relieve you ofthe obligation to receive any other U.S. Governmentlicenses, permissions or permits. This applies to the GEARRS—3 mission only, and is based on the Initial Contact Form that was submitted. Ifthe factual cireumstances ofthe information provided change, please resubmit your Initial Contact Form.
