Please explain in the area below why an STA is necessary:
he proposed testing will provide direct evaluation of the interference susceptibility of a particular set of C-Band receive-only earth terminals used by NPR. As discussed in Item 5, the testing would require the emission of low-power RF test signals in the vicinity of the receive terminal, which may require a STA.

Purpose of Operation
Please explain the purpose of operation:  Susceptibility Testing The test transmissions are requested to empirically determine the interference susceptibility of NPRs standard C-Band receive earth terminals with signals that are in-band or on frequencies immediately adjacent to the frequency band used for downlink. Direct measurement is needed to more accurately determine this performance, which is usally based on tests or estimates of individual components in the system (antenna directivity, LNB amplifier and filter performance, etc.), which together may differ from actual system performance.
