Form 159 Fee Exemption Statement

Pursuant to Section 1.1114(e)(1) of the Commission's Rules, 47 CFR § 1.1114(e)(1),
National Public Radio is exempt from application filing fees "where the authorization requested
will be used in conjunction with the organization on a non-commercial educational basis." The
experimental authorization for which renewal is being requested is being used to evaluate the
feasibility of a "cognitive modulater" for potential use in connection with the broadcast of
noncommercial educational programming by NPR's Member stations and other affiliates.
