Explanation
Please explain in the area below why an STA is necessary:
The frequencies sought in television channels 18 and 20, which are during the STA period unused in the Indianapolis, IN area (i.e. the Indianapolis television market; see narrative exhibit, attached), are necessary in order to conduct two-way radio communications for logistical, security, public safety and operational purposes before, during and shortly after the Super Bowl scheduled for February 5, 2012. There are insufficient Part 90 channels available for use during this period, and the volume of voice, telemetry and IFB channels necessitates the availability of additional channels for this large scale event.

Purpose of Operation
Please explain the purpose of operation:  Operational, security, public safety and logistical communications before, during and immediately after the 2012 NFL Super Bowl in Indianapolis, IN at Lucas Oil Stadium and media and other related events at related venues within 10 miles of the football stadium.
