Request For Special Temporary Authority from FCC To Exhibit RFID Equipment at JITI
                         Conference on December 7, 2005

Description of STA Purpose and Intended Operations:

This request for Special Temporary Authority is submitted on behalf of NTT America,
Inc. for permission to conduct a demonstration of experimental RFID technology in
Washington, D.C. on December 7, 2005. NTT Communications Corporation has been
invited by the Japan International Transport Institute (JITI) to participate in a conference
that will explore the nature and extent of international cooperation on the development
and dissemination of new technologies in transportation. As part of the one-day
conference, NTT intends to demonstrate an experimental low power active RFID system
that will enable real time logistics management and monitoring of shipping containers.

Because the equipment is experimental, will be used for demonstration purposes only
during the conference, and will only be used on that single day, NTT is seeking special
temporary authority rather than pursuing any longer term experimental authorization at
this time.

The demonstration is scheduled to take place at the Ritz Carlton Hotel at 1150 22nd Street,
NW in Washington, D.C. The hotel exhibit space for the JITI conference will be located
in the basement of the building on the Ball Room level.

The experimental equipment to be operated at the exhibition has been developed by NTT
Advanced Technology Corporation and will include a memory tag, a transmitter tag
operating at low power on frequency 433.92 MHz, a tag reader and a low frequency (125
KHz) transmitter which is classified as a “faint” frequency in Japan.

NTT America, Inc., a Delaware corporation, is a wholly-owned subsidiary of NTT
Communications Corporation which is in turn wholly-owned by Nippon Telegraph and
Telephone Corporation of Japan. The Japanese government recently finished a 20-year
process of privatizing NTT and reducing its ownership in the corporation to 33.7%. This
request is being filed by NTT America, Inc. to provide an efficient means of
communications with the Commission on this matter and to provide effective on-site
support for the demonstration at the JITI conference. Given the international nature of
the conference and the limited nature and short duration of the exhibit, the public interest
would be served by grant of this application.
