Subject:     Application for Experimental Radio Station Authorization
             Under Part 5 of FCC Rules for Northern Telecom, Inc.
             Wireless Training Centers located in Richardson, Texas and
             Raleigh, North Carolina

Dear Mr. Huie:

Enclosed is an Application for a new Experimental Radio License from Northern
Telecom, Inc. (hereinafter referred to as "Nortel") to permit training of Nortel‘s
employees and customers in the operation and maintenance of equipment for
proposed stations in existing services by persons engaged in the business of selling
radio equipment.

Nortel has developed many wireless radio products for Licensed systems that
span a wide range of services regulated by the Commussion, including Cellular
and PCS. Existing and new system operators of these cellular and PCS systems,
require that Nortel train their employees in the operation and maintenance of
these systems.

The Cellular and PCS systems to be used in support of this training will be
located within Nortel facilities in Richardson, Texas and Raleigh, North Carolina.
These facilities are designed exclusively for training Nortel‘s employees and
customers on Nortel Products, and are not used for product development. The
base stations are equipped with dummy loads in lieu of antennas. The low level
of RF energy from the dummy loads permit the use of mobile terminals as part
of the classroom training. This will allow Nortel‘s instructors to demonstrate call
processing and fault isolation in a realistic environment, greatly enhancing the


quality of training provided to Nortel‘s employees and customers. The emissions
at the property edge of Nortel‘s training facilities do not exceed field strength
levels as specified in section 15.209(a).
