 Purpose of Operation:            Test and demonstration of Nokia Flexitalk 1900.


 Special Condition:           Operation in the 1850—1910 or 1930—1990 MHz band
                              requires prior frequency coordination with 2 GHz
                              microwave users and consent of PCS licensees to avoid
                              interference.




This special   temporary authorization is granted upon the express condition
that it may be terminated by the Commission at any time without advance
notice or hearing if     in its discretion the need for such action arises.
Nothing contained herein shall be construed as a finding by the Commission
that the authority herein granted is or will be in the public interest
beyond the express terms hereof.

This special temporary authorization shall not vest in the grantee any right
to operate the station nor any right in the use of the Ffrequencies
designated        in   the   authorization         beyond the term hereof,                nor in any other
manner than authorized herein. Neither the authorization nor the right
granted hereunder shall be assigned or otherwise transgferred in violation
of the Communications Act of 1934.                 This    authorization            is     subject          to the
right of use of control by the Government of the United States conferred by
Section 706 of the Communications Act of 1934.




This authorization effective               _February 20,     1998       and
will expire 3:00 A.M. EST.                 February 27.      1998

In accordance with Section 5.56 of the Commission‘s Rules, we request special temporary
authority ("STA") to operate a radio facility for the purpose noted below.

The Fee Code for this application is EAE. An authorization of a credit card payment of $45 and
Form 159 are enclosed.

In support of this request, the following is shown:

       Need for Special Action
       The STA is requested in order to demonstrate to industry officials an advanced wireless
       PCS 1900 system at the CTIA trade show in the Georgia World Congress Center in
       Atlanta, Georgia on February 20—26, 1998.

       Operation
       Network system will consist of a low power base station (2.5 mW) operating within the
       CTIA Convention — Georgia World Congress Center. The base station will communicate
       with 2.5 mW portable radios, again, within the Georgia World Congress Center.

      industry representatives and consumers.

       The applicant hereby certifies that neither it, its officers and directors, nor any party with a
       five percent or greater interest in this request for special temporary authority has been
       convicted of offences consisting of the distribution or possession of controlled substance as
       such terms are defined in Section 5301 of the Anti—Drug Abuse Act of 1988, 21 U.S.C.
       862.
