 Purpose of Operation:;            Test and demonstration of Nokia GSM 1900 systen.


 Special Condition:            Operation in the 1850—1910 or 1930—1990 MHz band
                               requires prior frequency coordination with 2 GHz
                               microwave users and consent of PCS licensees to avoid
                               interference.




This      special     temporary authorization is granted upon the express condition
that it may be terminated by the Commission at any time without advance
notice or hearing if in its discretion the need for such action arises.
Nothing contained herein shall be construed as a finding by the Commission
that the authority herein granted is or will be in the public interest
beyond the express terms hereof.

This special temporary authorization shall not vest in the grantee any right
to operate the station nor any right in the use of the frequencies
designated in the authorization beyond the term hereof, nor in any other
manner than authorized herein.  Neither the authorization nor the right
granted hereunder shall be assigned or otherwise transferred in violation
of the Communications Act of 1934.  This authorization is subject to the
right of use of control by the Government of the United States conferred by
Section 706 of the Communications Act of 1934.

In accordance with Section 5.56 of the Commission‘s Rules, we request special temporary
authority ("STA") to operate a radio facility for the purpose noted below.

The Fee Code for this application is EAE. An authorisation of a credit card payment of $45
and Form 159 are enclosed.

In support of this request, the following is shown:

       Need for Special Action.

       The STA is requested in order for us to demonstrate to industry officials an
       advanced wireless data application based on Global System Mobile ("GSM")
       technology described below.

       Type of Operations.

       The system will consist of a low power base station (2.5 mW) operating within the
       Nokia Alliance Distribution Center. The dwell will communicate with 2. 5mW
       portable radios, again, within the building.


Purpose of Operation.

Demonstration of Nokia GSM 900 products.

Dates of Operation.

Demonstrations are planned to commence September 23, 1997 and be completed by
March 1, 1998.

Class of Station/Radio Service.

The station class is FBBS (Base).
The radio Service is Common Carrier Land Mobile (CD)

Location of Proposed Operation.

The operation will be conducted at:

       Nokia Mobile Phones
       5650 Alliance Gateway
       Fort Worth, TX 76178
       ph:202—887—0145
       Geographical Coordinates:       32° 58‘ 59" N Lat, 97° 14‘ 28" W Lon

Equipment to be Used.

The equipment to be used consists of Nokia‘s GSM 900 Base Transmitter Stations
(BTS) and companion portable transceivers.

       a five percent or greater interest in this request for special temporary authority has been
       convicted of offences consisting of the distribution or possession of controlled substance
       as such terms are defined in Section 5301 of the Anti—Drug Abuse Act of 1988, 21 U.S.C.
       862.

        Item 3 should be amended to read:

                 "The system will consist of a low power base station (2.5 mW) operating withiin the Nokia
                 Allicane Distribution Center. The dwell will communicate with 2.5 mW portable radios, again,
                 within the building."

        Item 8 should be amended to read:

                 ‘"The equipment to be used consists of Nokia‘s GSM 1900 Base Transmitter Stations {(BTS) and
                 companion portable transceivers."

        Item 8a should be inserted as follows:

                 The portable transceivers in question are the Nokia 90001‘s, said equipment which has been FCC
                 approved (FCC ID# GMLRAB—4NX), and other GSM1900 MHz Nokia handsets with
                 appropriate FCC approvals,
