Dear Mr. knapp,
        Motoroia Solutions, Inc. seoks approval of ts above—referenced application for
Experimental Special Temporary Authority (STA) to operate in the 700 Mz public safely
broadband spectrum to demonsirate Long Term Evolution (LTE) equipment atthe annual
International Association Chiefs of Police (ACP") Conference in Orlando, Florida forthe period
of October 23 through October 29, 2014. The proposed operation wil be conducted in the 758—
768/7B8—798 MHz specttum thatis lcensed to the First Responder Network Authonty
(FirstNet‘)
       The purpose of the proposed operation is o demonsirate the functionaliy of prototype
broadband LTE devices designed to support the needs ofthe publi safety and homeland
securty communty.
        Motorola Solutions submits this cover leter as part of the above—zeferenced application
to affim its understanding of the primary status of FirstNet as the liconsee and to provide our
commitment to conduct operations under this requested STA as described below
        1) Operation wil be confined to the immediate viinity of the Orange County Convention
           Center in Orlando, Florida. The equipment wil include two temporary base stations
           with associated antennas and a small number of portable/mobile unitsall operating
           within loss than 1 km ofthe base station.
        2) The demonstrations willbe conducted on the 758—768/788—798 Mriz bands, which
           are currently icensed on a natlonwide basis to FirstNot
        3): Operation will occur during the period October 23 — October 20, 2014, allwing time
            during that period for sotup and testing. demonstrations and teardown
        4). Metoroia Solutions has analyzed information from the FCC‘s license databases and
            determined that the proposed operation would not interfere or create a signiicant
            potental fointerference with any public safety operations in the 700 Mz band.
        5) The temporary experimental aperation is not intended for the provision of regular
           public safety mission—criical communications or the delivery of ive transmissions in
           duties to protect Ife, property or safely.

       6): Motorola Solutions recognizes that ts experimental operations wil be secondary and
           must not cause interference to any operations authorized on a primary basis in this
           spectrum licensed to FirstNet. Further, Motorola Solutions understands that any
           such primary operations have no obligation to miligate any interference that might be
           presentto the IAGP demonstration experimental operations
       7) Motorola Solutions acknowledges that although FirstNet has not yet daployed in the
          geographic area covered by the application, if FirsiNet or ts assignees orlessces
          plan to deploy in the area during the term of this STA, Motorola Solutions may need
          to reduce the coverage or powerof ts experimental fransmissions or cease
          operations entiely to prevent interference to such deployment
       8) Motorle Solutions willcooporate with other grantees of experimental STAs who are
          demonstratingin the same spectum atthe IAGP conference to minimize the potental for
          interference.
       9) Motorola Solutions recognizes that a separate approval wil be required for renewal or
          extension of this STAif needed beyond October 23, 2014
       10) The undersigned person will serve as an overall oint—of—contactforthe proposed short—
           term demonstration at the IACP conference.
       Motorola Solutions appreciates your consideration af this matter and respectfuly requests
that the FCC act as expeditously as possible so the requested Experimental STA can be granied in
a timely manner to permnt t to conductthe demonstration as proposed baginning October 23, 2014.
