Dear Mr.Knapp,
        Motoroia Solutions, Inc., seeks approval ofit‘s the above—referenced application for
Experimental Special Temporary Authority (STA) to operale in the 700 MHz public safely
broadband spectrum to demonsirate Long Term Evolution (L.TE) equipment at the annual
APCO, International conference in Anaheim, California for the period of August 16—23, 2013.
The propased operation will be conducted in the 758—768/788—798 MHz spactrum thatis
Hicensed to the First Responder Network Authonty (*FirstNet")
        The purpose of the proposed operation is to demonstrate the functionaliy of prototype
broadband LTE devices designed to support the needs of the public safety and homeland
security communtty
        Motorola Solutions submits this cover leter as part of the above—referenced application
to affim its understanding of the primary status of FirstNet as the licensee, seok FirstNet‘s
consont and provide our commitment to conduct operations underths requested STA as
follows
       1) Operation willbe confined to the imm  te vicinty of the Anahoim Convention
          Center, Anaheim, Calfornia. The equipment willinclude one temporary base station
           and associated antenna, and a small number of portable/mobile unitsall operating
           within no more than 1 km of the base site.

       2) The demonstrations willbe conducted on the 758—7687768—788 MHz bands, which
          are currently iconsed on a nationwide basis to FirstNet.
       3) Operation will occur during the period August 16—23, 2013, alowing time durng that
          period for setup and lesting, demonsirations and leardown
       4): Motorole Solutions has analyzed information from the FCClcense databases and
           determined that the proposed operation would not interfere or create a signiicant
           potential for interference with any publc safely oporations in the 700 MHz:band
       5): The temporary experimental operation is not intended forthe provision of regular
           puble safety mission—critcal communications or the delvery of ie transmissions in
           duties to protect Ite, proparty or safety.

       6): Motoroia Solutions recognizes that ts experimental operations will be secondary and
           must not cause interference to any operations authorized on a primary basis in this
           spectrum licensed to FirsiNet. Furthor, Motorola Solutions understands that any
           such primary operations have no obligetion to milgete any interforence that might be
           presont to the exporimental operations.
       7) Motoroia Solutions acknowedges that although FirstNet has not yet deployed in the
          geographic area covered by the application, iduring the term of this STA, FirstNet
          or ts assignses or lessees plans to deploy in the area, Motoroia Solutions may need
          to reduce the coverage or power of ts exparimental transmissions or cease them
          entirly to prevent interferencs to those operations.
       8) Motoroia Salutions will cooperate with othor graniees of experimental STAs who are
          demonsirating in the same specium at the APCO conference to minimize the potental
          for interference.
       9) The undersigned serves as an overall point of contact forthe proposed shorLterm
          demonstration at the APCO infermational conforence.
       Motorola Solutions appreciates your consideration in this matterand requasts that both the
FCC and FirstNet act as expeditiously as possible so the requested Experimental STA can be
granted in a timely mannar to supportthe requested demonstralion period beginning August 16,
2013
