Dear Mr. Knapp,
       Motorola Solutions, Inc. seeks approval of ts above—referenced application for
Experimental Special Temporary Authorty (STA)to operate in the 700 MHz public safety
broadband spectrum to demonstrate Long Term Evolution(LTE) equipment at the Emergency
Preparedness Conference in Atlantic City, New Jersey, fothe period of May 5 through May 9,
2014. The proposed operation will be conducted the 758—708/788—798 MHz spectium that is
Hicensed to the First Responder Network Authonty (‘FirstNet®)
      The purpose of the proposed operation is to demonstrate the functionalty of protoype
broadband LTE deviees designed to support the needs of the publc safety and homeland
securty community.
       Motorola Solutions submitsthis coverltter as part of the above—referenced application
to affrm its understanding of the primary status of FirstNet as the lienses,to seek FirstNet‘s
consent and to provide our commitment o conduct operations under this requested STA as
described below:
       1) Operation will be contined to the immediate vicinity of the Tropicana Hotel in Atlantic
          City, New Jersey.. The equipment willinclude two temporary base stations with
          associated antennas and a small number of portable/mobile unitsall operating within
          less than 1 kim of the base stations
       2) The demonstrations will be conducted on the 758—768/788—708 MHz bands, which
          are currently licensed on a nationwide basis to FirstNot.
       3) Operation wil occur during the period May 5—9, 2014, allowing time during that period
          for setup and testing, demonstrations and teardown
       4): Motorole Solutions has analyzed information from the FCC‘s license databases and
           determined that the proposed operation would not interfere or create a signifcant
           potentialforinterference with any public safety operations in the 700 MHz band
       5) The temporary experimental aperation is not ntended for the provision of regular
          publlc safety mission—crilicalcommunications or the delivery of ve transmissions in
          dutles to protect ife, property or safely.

       6): Motorola Solutions recognizes that ts experimental operations will be secondary and
           must not cause interference to any operations authorized on a primary basis in this
           spectrum cansed to FirstNel, Further, Motorola Solutions understands that any
           such primary operations have no obligation to mitigate any interference that might be
           present tothe WOE demonstration experimental operations.
       7) Motorola Solutions acknowedges that although FirsiNet has not yet deployed in the
          geographic area covered by the application, if FirsiNat or ts assignees or lesseas
          plan to deploy in the area duringthe term of his STA, Motorola Solutions may need
          to reduce the coverage or power of ts exparimental transmissions or cease
           operations entirely to prevent interference to such deployment
       8) Motorola Solutions willcooporate with other granteas of exporimantal STAs who are
           demonstrting in the same spectium at the IWCE conference to minimizethe potential
           for interferonce.

       9): Motorols Solutions recognizes that a separate concurrence from FirsiNet will be
           required for renswal or extension of this STA, if needed beyond May 9, 2014
        10) The undersigned person wil serve as an overall point.0fcontact for the proposed short—
            term demonstration at the IWCE conference
       Motorola Solutions appreciates your consideration of this matter and requests that bath the
FGC and FireiNat act as expodiWously as possible so the requested Experimental STA can be
granted in a timaly manner o support trequested demonstration periad beginning May 8, 2014.
