("MSI") for an experimental license to test prototype Long Term Evolution (LTE) equipment to support public safety and homeland security needs using the 758—768/788—798 MHz band. MSI proposes to test and periodically demonstrate LTE systems and subscriber units in various real—world simulations relevant to public safety needs. MSI explains that development and testing of innovative products is not a short—term, but rather an iterative process, and because technology is evolving, MSI requests the subject experimental license for 24 months from date of grant. FirstNet‘s concurrence is premised on the following parameters: 1) LTE base stations will be located at three sites in and around MSI offices in Schaumburg and Palatine, illinois and in Plantation, Florida. In addition, MSI would deploy up to 20 portable devices within 9.5 kilometers of each base station, for a total of up to 60 mobile units. 2) MSI requests authority from the FCC to operate over the 758—768/788—798 MHz bands, which are currently licensed on a nationwide basis to FirstNet. 3) Operation will begin when the Commission grants the requested STA and will continue for no longer than two years. 4) MSI has analyzed information in the FCC‘s license databases and states that the proposed operation would not interfere or create a significant potential for harmful interference with any public safety operations in the 700 MHz band. The lllinois State Police, which use a portion of the subject frequencies for narrowband operations under a previous band plan, have concurred in MSI‘s proposed experimental license. 5) Operation of the experiment will not be used in mission—critical operations or in the delivery of live transmissions in duties to protect life, property, or safety. Operations will be confined to a 9.5 kilometer radius of the three base station sites listed in the application. 6) MSI! has provided an overall project manager and in case of interference issues, "stop— buzzer" contact for these experiments: Mark Solak, Project Manager, 847—576—3081 (office); 847—341—0223 (cell); CELX58@motorolasolutions.com.

7) MSI understands that an experimental license only permits shared use of the subject radio frequencies and that it may have to coordinate with other entities licensed for experimental purposes. MSI further understands that a separate concurrence from FirstNet will be required for renewal of this license. 8) All experimental operations by MSI will be secondary, meaning that they must not cause interference to narrowband or broadband operations authorized on a primary basis, including in the spectrum licensed to FirstNet. Narrowband or broadband operations authorized on a primary basis, including in the spectrum licensed to FirstNet, have no obligation to mitigate any interference that such primary operations may present to the MSI experimental operations. 9) FirstNet has not yet deployed in the geographic area covered by this application. MSI understands that if, during the term of this license, FirstNet or its assigns or lessees, plan to deploy in this area, MSI! may have to reduce the coverage or power levels of its experimental transmissions or cease them entirely. FirstNet concurs with the proposed experimental license for MSI on certain frequencies currently licensed to FirstNet for purposes of testing prototype broadband LTE equipment for public safety applications. This consent is subject to the FirstNet‘s ongoing ability to monitor any operations and use of FirstNet‘s licensed spectrum. Respectfully submitted, Sn Fresen Susan G.
