("Motient‘), pursuant to Section 5.61 of the Commission‘s Rules, hereby files this request for a Special Temporary Authorization ("STA") to conduct tests using an antenna transmitting and receiving on frequencies in the L—band (1530.0 — 1559.0 MHz; 1631.5 — 1660.5 MHz). The testing will take place at Motient‘s headquarters at 10802 Parkridge Boulevard, Reston, VA. The proposed testing will last for no longer than six months. Pursuant to Section 0.459 of the Commission‘s Rules, Motient hereby requests confidential treatment for the enclosed STA request and the associated exhibits. 47 C.F.R § 0.459. The basis for the confidentiality request is included in Exhibit A to the attached STA request. The required filing fee of $50.00 for this experimental STA request, $50.00 for the request for confidential treatment, and the FCC Form 159 are enclosed with this request. Motient hereby certifies that no party to this application is subject to a denial of Federal benefits pursuant to Section 5301 of the Anti—Drug Abuse Act of 1988, 21 U.S.C. § 853(a).
