Explanation
Please explain in the area below why an STA is necessary:
CXBN-2 is a 2U cubesat whose science mission is to make a precise measurement of the diffuse X-ray background. Although it has an amateur radio and outreach component, IARU recommended filing for a Special Temporary Authority for an experimental license in the amateur band.

Purpose of Operation
Please explain the purpose of operation:  To test CubeSat CXBN-2. CXBN-2 will downlink science data and spacecraft telemetry to an amateur radio-based Yagi ground station at Morehead State University. The UHF ground station will uplink commands to the satellite. CXBN-2 is a science mission with an amateur radio and educational outreach component.
